According to the thread on 2ch, it seems that the artist isn’t Japanese… Out of curiosity, does anyone know what race/nationality he is?

This must be the Gears of war universe. They have to keep the soldier population up, and the overall population manageable,but the rich get to avoid that and it’s becoming a class society.
Strange though, shouldn’t the boy be rich then? Well guess he didn’t qualify for birthing the soldiers and/or maybe he’s smart and has a scholarship so they might pair him up later with a smart girl.
